10lbs of boost?

Hi this is my first time using this form and I'm going to try and solve my biggest problem with my truck. First off I have a 1989 chevy suburban with a 1993 12v cummins intercooled and an nv4500. Just put a Gillette 60mm compressor on it to try and solve my 10lbs of boost problem. With the new wheel it lights right up but only to about 10 or 11. I haven't seen any extreme smoke but don't know what else it could be I have the smoke screw turned in some the fuel pin rotated and the power screw in alittle an the star wheel turned. Anyone that can help it is greatly appreciated.

You have a boost leak or not enough supply fuel to your injector pump,ihave the same turbo setup and on stock fuel I could see 26lbs out of it.

my stock turbo with a 16cm exhaust would see 21lbs..
92 D350 Cab and Chassis. Auto stock, wiring gremlins. 330k miles
92 W250 Ext cab rotted completely out. Auto, pump maxed, 215 ppump nozzles, Denny T2 pin.
85 D350 single wheel, converted to cummins, getrag, turned up 2 turns and afc screw flush.
