If it were me,and it was my project....I'd take the adapter to a vice,and with a cut off wheel I'd split it nearly all the way around the 4" side. Right at the spot it drops in to 3". When I say nearly,I mean leave enough metal attached for a pivot point that shouldn't break off. That would suck.
Th n I'd mount my turbo,and the adapter.....then bend the 3" side to an acceptable angle,then remove the adapter and have someone (if I didn't have a mig welder) to weld it back up. After it was whole again,I'd take a carbide bit to the outside and inside to smooth it back out.
