Port number 4 in that post is the governor port. Hook a gage into it. Put the truck on jack stands.
Start the engine and put the trans in drive. With the truck idleing in drive the rear wheels not turning you should show 0 to 1.5 PSI.
Release the bakes and apply slow smooth throttle. You should see a steady rise in PSI as the speed increases.
If your governor is working correctly then time to head into the valve body. If you don't have a FSM I would recommend getting one. Now.
