I'd wait until he was sleeping take some sand paper with me with some quick 50 grit sanding you should be able to JB weld his doors shut, crazy glue his wipers half up his windshield, make sure the car was locked and fill his locks with jb weld, one way or another that would at least create a "speed bump" in his day. Or just cut his fuel line, because if he is the type that I think he is, he probably wouldn't know how to fix it. Or loosen all his lug nuts or or or or or or.......

The best thing to do is stay away from him.

The next best thing is a video camera. Place two marks out in the road. Place them about 50' apart. Then video his speeding threw the hood. Then turn the tape into the police. With a known footage for the marks you layed down. They can see how fast he is going. Let them handle that little problem.

It sounds like he's given the cops a chance. Personally, I'd HIRE someone to cut his fuel line, JB his doors, etc. That way, you have an air tight alibi that you werent around, and it would be true. If the cops and courts are anything like around here, you wanting peace and quiet puts you in a definite minority. Time to move down 3mi of gravel out in the country.

I live next door to a gay bar, and it's a hate crime to say against them, even if I can hear their music 2 blocks away. File a formal complaint, and they quiet down for a few weeks, then go back to usual. The problem is, there are only 3 houses of people who work on our block- the rest get a state check, or lack green cards (anyone want to stop by wearing a jacket with INS on the back?), so they dont mind. TO say it's frustrating is a gross understatement, especially when the law reads in our favor.

Also, 911 is for emergencies- look up the phone number for "routine business". That should get you more response. ALso, be sure to keep cool, and pass off your reporting him as concern for the children, not your own selfish desire for peace and quiet. People will do anything for the children, just ask BJ Clinton.
